Ningbo Urban Management Bureau is the functional department under the municipal government that takes charge of urban management (involving municipal administration, gardens greening, inland river, urban environment and sanitation, urban public transport, urban water supply and conservation, urban gas supply and heat supply). At present, the bureau system has more than 8, 000 cadres and staffs, and the bureau has 14 sections: General Affairs Office, Administrative Examination and Approval Office (Coordination and Supervision Office), Personnel Department, Supervisory Office, Propaganda & Education Office, Comprehensive Planning Finance Department (Logistics Department), the First Urban Management Office, the Second Urban Management Office, Construction Management Office, Law Enforcement Administration Office, Law Enforcement Supervision & Guide Office, Case Verification Office (Policies & Regulations Office), Party Committee, Youth League Committee, and there are 60 authorized personnel.

Ningbo Urban Management Administrative Enforcement Bureau (detachment) is the administrative organ under the People's Government of Ningbo City that executes the relatively concentrative administrative penalty right in terms of urban management. According to the regulations of the Law of the People's Republic of China on Administrative Penalty and the reply letter from the Legislative Affairs Office of the State Council P. R. China and the Legislative Affairs Office of the provincial government, the bureau executes the relatively concentrative partial administrative penalty right in terms of urban management, and the specific scope is as follows: execute the administrative penalty right stipulated by laws, rules, and regulations in terms of urban environment and sanitation management, urban planning management, urban greening management, municipal management, public utilities management, urban inland river management, etc.; execute the administrative penalty right involving the following phenomena - community noise pollution in environmental protection management, construction noise pollution, oil-smoke pollution in catering industry, peddlers who have no license in industry and commerce administration, the behavior of occupying road in public security and traffic management; fulfill other responsibilities prescribed by the People's Government of the
Province and City.

The Urban Management Administrative Enforcement Bureau and Urban Management Bureau share the same office with two signboards, and the signboard of "Ningbo Urban Management Administrative Enforcement Detachment" is hung, and the brigade directly under it is set. All the districts have Urban Management Administrative Enforcement Bureau, and the signboard of "District Brigade under Urban Management Administrative Enforcement Detachment" is hung. The Urban Management Administrative Enforcement Bureau of the districts is led by both the People's Government of the district and the municipal Urban Management Administrative Enforcement Bureau.
